With the Regulatory Reform (Fire Safety) Order 2005, the Fire Safety Act 2021, and the additional duties introduced through the Building Safety Act, compliance when it comes to the safety of people and property is a legal and moral obligation. For those responsible for the safety of a building, this does not simply mean having the right paperwork in place. It means understanding the building’s risk profile, ensuring appropriate measures are in place, maintaining them, and being able to demonstrate that fire safety is being actively managed.

UNDERSTANDING THE RISK

The biggest fire safety risk can often be uncertainty – you do not know what you do not know, after all. It is our job to help you uncover the unknowns, understand the risks, and provide you with the evidence and expertise to be confident in compliance.

Under the Regulatory Reform (Fire Safety) Order 2005 (RRFSO), responsibility for managing fire safety sits with the so-called responsible person – typically the employer, owner, landlord, occupier, or someone else with control of the premises. Where more than one person is responsible, they must work together to coordinate fire safety arrangements and protect the people, property, and business within the building.

The duties go beyond having a fire risk assessment in place – yes, risks must be identified and regularly reviewed, but appropriate fire safety measures must also be maintained, staff adequately trained (with need-to-know information clearly communicated), and relevant information and records kept up to date. For many responsible persons, the challenge can often lie in knowing whether the information and protection they have inherited can actually be relied upon. Buildings change, records can be incomplete, and vital measures – like fire compartmentation, fire doors, and fire dampers – are often out of view.

We advise all our clients that fire safety compliance is not achieved through a single assessment or inspection and that, most crucially, it requires a clear understanding of the whole building, the measures relied upon to protect it, and the actions needed when something does not meet standards.   • A fire risk assessment is your starting point for truly understanding where risk sits and whether existing measures are appropriate and sufficient. We assess the building, its use, and fire safety arrangements, before identifying gaps and providing the recommendations that can inform your ongoing compliance plan.

  • Fire doors play a crucial role in a building’s passive fire protection. But many do not realise that years of use and general wear can actually render them unfit for purpose and compromise their compliance. Our team assesses fire doors, advises on any issues, and clearly highlights what needs to be addressed, keeping in mind your budget and operational priorities.

  • Fire safety measures only really work as intended when all the various parts of the strategy work together. Our specialists are experienced across all the disciplines required to deliver a coordinated approach to fire safety. This includes inspecting, installing, and maintaining active systems, like fire alarms, alongside passive measures including compartmentation, fire doors, and fire dampers (as well as firestopping to ensure protection) – looking at how they interact and how gaps or failures could compromise the building’s overall protection. This whole-building view helps identify the root cause of compliance issues and prioritise the action that will have the greatest impact.

  • Fire dampers are hidden above ceilings or within complex ventilation systems, and for this reason, it is difficult to know where they are (and if they exist at all), whether they have been installed correctly, or whether they will perform when needed. Our specialists combine ventilation engineering and passive fire protection expertise to inspect, test, and maintain dampers, while also assessing the surrounding firestopping and penetration seals. We help identify missing or inaccessible assets, investigate defects, and maintain the records needed to demonstrate that these critical systems remain effective.

  • People are the key to fire safety management and its success. Through the Checkmate Fire Training Academy, we provide specialist training that helps those responsible for buildings and fire safety develop the knowledge and competence needed to understand their responsibilities and make informed decisions.

  • We understand that identifying a problem is only a small part of the process – and we will always provide recommendations for solidifying compliance requirements. We exist to help responsible persons understand findings and prioritise actions (because we understand that often your hands are tied and you are managing competing budgets). JOINED-UP THINKING

Golden thread compliance: connecting the fire safety dots

The golden thread is more than a collection of documents. Recommended in the 2018 Hackitt Review and a statutory requirement under the Building Safety Act 2022, the golden thread is a digital record – the single source of truth – of information for higher-risk buildings. It is the information that allows those responsible for a building to understand its fire safety measures, how they were designed and constructed, what has changed over time, and what needs to be maintained or addressed. For higher-risk buildings, maintaining accurate, accessible, and up-to-date information is a key part of demonstrating that fire safety is being actively managed. The golden thread is legally required for all existing higher-risk buildings, those under construction before 1 October 2023, and new higher-risk buildings – for which it must be in place before building work begins and include information from the design stages.  

Golden thread information can come from many sources, including fire strategies, risk assessments, building control information, inspection reports, fire door records, compartmentation surveys, fire damper testing, and details of remedial works. Where it can often become challenging is ensuring this information is always accurate, connected, and reflective of the building as it exists (particularly where buildings have undergone alterations or records have been lost or fragmented).

The golden thread is a legal duty under section 88 of the Building Safety Act 2022. It must connect the dots – from what was designed and installed to what was inspected, maintained, and changed.
